ABSTRACT

The network of primary healthcare facilities in Vietnam is countrywide but its capacity is still inadequate. Data from Vietnam Health Facility survey (2015) was used to assess the availability and readiness of three services: maternal and childcare, NCDs, and preventive services by measuring availability of inputs, including basic amenities, equipment, and essential drugs. Among 246 selected CHSs, were the availability rate of medical doctors were 85.4%. The maternal and childcare and some preventive services were highly available while services for NCDs were unpopular. 48% of CHSs had care management and observation for diabetes patients, and 43.1% can provide community-based screening. Drugs were not available in selected CHSs, especially those for NCDs, and mental health. No difference of service readiness was found between rural and urban CHSs. Specific attention should go to communal capacities to respond to new health challenges as NCDs or mental health and remained low availability of drugs.
